set locale system wide to english one, as french locale
caused issue with ifconfig ( but not using them on installation
make the keyboard in qwerty, causing annoying issues )

since 0ab5e0f77, ssh keys no longer accept space in ssh key ressources
name. WHile the commit date back to 11/2010, it seems to be used on puppet
2.7.X and thus failed on testing vms
