various ident and style cleaning to make our dear puppet-lint happy
refactor, clean and reindent transfiex module
- add permission to committers to add a release so we can have global stats
- first step to the resolution of tx problem, add proper file system permission
use the new type for user and database declaration ( will be used later for pg access list )
